The Year 2002 in Review for SAARC

The first issue of the SAARCLAW Newsletter as published by SAARCLAW was released during the 9th SAARCLAW Conference by Hon'ble Justice Umesh C. Banerjee, Judge Supreme Court of India & President, SAARCLAW India Chapter. The SAARCLAW Newsletter aims primarily at bringing together views, news and significant developments in the legal systems of the SAARC countries. The emphasis of the newsletter is invariably on creating a candid forum to review the legal scenario of each country in the light of legal set-ups of the other countries. This in turn is aimed at analysing the ways to reiterate our commitment for the enhancement of our respective countries. Also, adhering ardently to the motto of regional co-operation, the core idea of the newsletter.

Annual Subscription Fee: Rs 180/- (US$ 10)

The SAARCLAW newsletter is a quarterly publication and is available for an Annual Subscription at a fee of Rs. 180/- (US$ 10) only. Hemant K. Batra, the Secretary General of SAARCLAW, is a practicing Corporate Lawyer from Delhi, India and is Partner with a Corporate/Commercial law firm, namely, Kesar Dass B. & Associates (KDB); His area of specialization is advice and documentation relating to the corporate, commercial and FDI matters. I am indeed happy to inscribe this foreword to this publication by Mr. Hemant Batra, who happens to the Secretary General of SAARCLAW.

24th October,1991 is the inaugural date of SAARCLAW, a unique association of the legal communities of the SAARC countries. In the sylvan setting of Colombo, SAARCLAW was inaugurated by His Excellency Ranasinghe Premadasa, the then President of Sri Lanka. I had the good fortune of being present at the inaugural ceremony and signing of the Charter of SAARCLAW.

SAARCLAW came into existence to achieve closer cooperation amongst the legal communities in the region; develop understanding; promote exchange of ideas and disseminate relevant information amongst them.

Mr. Batra stands associated with SAARCLAW since 1993. During this period, he has endeared himself to all those with whom he has come in contact with his outstanding qualities of head and heart. He is dynamic, vibrant and forward looking. His holistic approach to problems, deep sense of duty and empathetic involvement with SAARCLAW activities promoted him to compile a book containing the regulations and guidelines along with the agreed forms of understanding between the countries in the SAARC region. His academic bent of mind and experience as a well-known corporate lawyer has led to the publication of this significant work. SAARC movement is gaining momentum by the moment and the publication of the present compilation cannot but be ascribed to be momentus. This work is sure to achieve its object and will be of valuable assistance to all concerned in the SAARC region. Indeed it is a invaluable contribution to the SAARC movement.

I do sincerely hope that people of the region will benefit from this all inclusive contribution from the present Secretary General.
